Administration of Grandview Housing

  1. The Directors need to be aware that a Strata will be required for the GFLLs prior to occupancy. The PM suggests that the Secretary / Treasurer for same be a paid position but this person is usually a member of the Strata
  2. BettyAnn has insurance quotations now
  3. Betty Ann will be presenting a budget for Common Area Maintenance
  4. Need to send CAM to JO’F for inclusion in documents

 

16th Avenue South

  1. “No Post” 610 mm high concrete curb is complete.
  2. No response from CoC that 16th Avenue South is ready for public use
  3. MES installed the base for controller to activate Street lights
  4. MiL started work on storm sewer connectio0n to Hwy 22 via Minto Road routing to connect to storm sewer line already installed within 16th Avenue. Completion expected week of December 15, 2008
  5. Jerome Hango contacted regarding legal survey of 16th Avenue as required by CoC. DS of WSAE to advise JHLS of legal requirements and boundary of same
  6. The budget of $1.85 million is still under at this time

 

Utilities

  1. All utilities are now completed and ready for connections
  2. GFLLs will need to apply for connections of all utilities

 

Seeding

  1. PM of CoC approved seeding and reduced LoC at HCU

 

Continuing Promotions

  1. W & C will be scheduled for local businesses interest once Grandview Manor Plan of Action is approved December 14, 2008
  2. 2009 promotion at Chika Mika Mall in Nelson
  3. 2009 promotion in mall in Kelowna
  4. 2009 Promotion at Waneta Plaza
  5. 2009 promotion at Retired Teachers meeting
  6. 2009 promotion at Trail Rotary Club

 

Subdivision Registration

  1. EWV talked with Mario at Martech and he is ready to make the 66,500 payment register next week. He expects to get the August Progress of about $80,000 paid in exchange
  2. DS of WSAE says he will make up the $25,000 loan repayment and see Dorothy December 10, 2008
  3. Marwest will transact as part of Lien Holdback payment
  4. Issue with Covenant on storm and sanitary interconnections in Phase II is an issue for some transferees and the obstacle is John O “Fee. DS of WSAE will now phone John to see if this can be resolved.

 

Grandview Manor

  1. Now 38 commitments at $1,000 each
  2. Investors expected from Alto and Cyril Sookachoff
  3. Bruce from Marwest and Dan from WSAE interested in a unit each
  4. Bill and Lola Cheveldave will be making their commitment
  5. That would be 43
  6. The above corporate investment interest has initiated the recommended policy from your Project Manager dated December 02, 2008 (distributed separately via email to all listed below)
    • Promotions and Grandview Manor Committees have made their recommendation
    • Needs approval of Directors
    • Needs to go to membership meeting December 14, 2008 to become an agreed policy
  7. Negotiations with Columbia Basin Trust with assistance of the City of Castlegar
    • Requires a Business Plan
    • Business Consultant to be engaged subject to GM Plan of Action approval, dated December 14, 2008 General Meeting
  8. Our Grants Committee is searching for possible financing from BC Housing and was advised that there cannot be any direct funding that does not involve IHA
    • IHA has been contacted for a meeting now scheduled for January 19, 2009 at 1000 hours
  9. Campaign is to achieve 100 units

 

Ground Floor Life Leases (GFLLs - 34 under construction)

  1. No word from JO’F on status of revision to Life Leases and Disclosure Statement promised for November 28, 2008.
  2. Need to expedite JO’F
  3. Budget for Common Area Maintenance is under way with BettyAnn Mullen getting quotations on insurance
  4. Requirements for the operation of the Strata are outlined in the Strata Act will applies in this case as per JO’F
  5. Revised property line configuration survey plan of lots 52 / 53 all executed and now under registration by JO’F
  6. Jerome Hango is preparing survey plan for registration of GFLLs as per DS requirements
  7. Sequencing of remaining 22 GFLLs construction has been developed and JHLSI is incorporating same into their site plan. JO’F has confirmed sequencing is okay
  8. Building Committee has updated housing plans and ready for DS. JO’F has confirmed that he has received the drawings via email
  9. There are 2 units reserved for April 012, 2009 construction
  10. John Mansbridge is ready to commit the third unit. EWV has contacted JM and he is 50% ready to sign Loan Agreement
  11. EWV mete with Elizabeth Hammelman in Kelowna December 06, 2008 and she is interested in a bungalow Plan D for 1,120 sf. Her daughter is in town and called today to set up a site visit but I was not in. Elizabeth says has a friend in Mission that may come down as well

 

Landscaping of GFLLS

  1. Gordon Zaitsoff  topsoil portion is complete with a $2,500 deficiency holdback to Spring of 2009
  2. LaFace Contracting Irrigation portion is complete with a $5,000 deficiency holdback to Spring 2009
  3. Seeding will take place in the Spring
  4. Helga Auld is ordering the trees from a Creston Nursery for planting in the Spring
  5. On hold now till Spring 2009

 

Deficiency Letter of Credit at HCU $448,700

  1. DS of WSAE and EWV met at 1:00 P.M. this afternoon and reviewed list
  2. List can be reduced by about $173,500 with surplus allowances
  3. Money to be used to pay down Marwest August Progress
  4. Balance of Marwest August progress will come from the $190,000 approx, GST rebate
  5. Dorothy will report on GST rebate

 

Gravel Mining in Phase II Area

  1. Paul is keeping track and will send cheques in on a monthly basis

 

Infrastructure Remaining

  1. Sanitary Sewer interconnection at Phase II is ready to start but is still being harangued by the CoC.
  2. Storm Sewer interconnection can be in 2009 after final approval by CoC
  3. Booster Pump is in 2009. Tendered costs from MiL and WSAV is being developed to see if a reduction in the LoC from $280,000 now held is possible
  4. The Overflow of Storm Retention Pond to Scoffield Creek has been approved by the MoTH. Now awaiting CoC approval
  5. Balance of 16th Avenue Construction in 2009
