Organization

 

Role of the KCSHC Directors

  • All Strata Committees report to the KCSHC Directors (see appended Accountability Chain)
  • Number of Directors should be 12 to a maximum of 15
  • All Strata Committees will report to a Director or an Executive Board as appointed by the Board
  • Members of the Strata Committees may be elected to the Board of Directors but may not comprise more than 50% of the Board from any of the two Strata Committees combined.
  • Ultimate responsibility for all Château Grandview operations
  • Ultimate responsibility for the design and construction of Château Grandview Phase I and all other phases; Grandview Heights Construction; any further Infrastructure expansion and / or completion.
  • Project Manager reports to the Directors
  • Directors are elected and responsible to the KCSHC membership
  • Responsible for marketing terminated Term Leases
  • Ensure that KCSHC is administrated  in accordance with approved by-laws and constitution
  • Investigate and develop a Legacy Fund for approval by the membership. Should this occur, then create an independent administration for same.

 

Building Committee

  • Appointed by Directors and reviewed yearly
  • Membership may add members
  • Committee may invite members to join the Committee
  • KCSHC members may volunteer for Committees
  • Responsible for all Infrastructure, Château Grandview and Grandview Heights construction
  • Construction of any billboard signs
  • Reference body for warranty work

 

Promotion Committee

  • Appointed by Directors and reviewed yearly
  • Membership may add members
  • Committee may invite members to join the Committee
  • KCSHC members may volunteer for Committees
  • Build awareness in the larger Community
  • All advertising
  • Create all advertisements
  • All signage and Entrance Sign
  • Public Relations
  • Maintain website(s)
  • All Sale advertisements

 

Landscape Committee

  • Appointed by Directors and reviewed yearly
  • Membership may add members
  • Committee may invite members to join the Committee
  • KCSHC members may volunteer for Committees
  • Provides approval for planting of trees
  • Creates specifications and approves landscaping of all common grounds for Château Grandview and Grandview Heights
  • Monitor health and maintenance of the boulevard trees

 

Rules Committee

  • Appointed by Directors and reviewed yearly
  • Membership may add members
  • Committee may invite members to join the Committee
  • KCSHC members may volunteer for Committees

 

Grants Committee

  • Appointed by Directors and reviewed yearly
  • Membership may add members
  • Committee may invite members to join the Committee
  • KCSHC members may volunteer for Committees
  • Apply for all grants

 

RV Storage Committee

  • Appointed by Directors and reviewed yearly
  • Membership may add members
  • Committee may invite members to join the Committee
  • KCSHC members may volunteer for Committees
  • Develop policy on RV Storage area
  • Administer rentals
  • Resolve any issues regarding the policy and / or administration of the RV Storage Area

 

Château Grandview Committee (CGC)

  • Three (3) to four (4)  Members to be appointed by Directors
  • Membership may add members
  • Committee may invite members to join the Committee
  • KCSHC members may volunteer for Committees
  • The CGC will recommend the awarding of the construction contract for phase I and all other phases, to the Directors
  • A subcommittee of the CGC will manage construction and report to the main body of the CGC
  • All Architectural and other design decisions will be managed in the same fashion
  • Also responsible for the Furniture
  • Also responsible for a full-time Clerk of Works (CoW)
  • CoW report to the Project Manager
  • The Project Manager reports to the sub-committee and then to the Board of Directors
  • Responsible for the recruitment and recommendation to the Board for an Administrator
  • The Château Grandview Committee will make a recommendation to the Board of Directors followed by acceptance by the KCSHC membership
  • The Administrator is responsible for all the direct employees and Contractors that provide services to Château Grandview

 

Operating Policies

 

The Cooperative Act use for the operation of Château Grandview and Grandview Heights

  • The Cooperative Act is to be used in conjunction with the Strata Act
  • The buildings and land are owned by the KCSHC and sold to Purchasers of Fee-Simple Titles. The KCSHC has 270 members right now. The KCSHC members have jurisdiction on all KCSHC matters and the strata members have jurisdiction over the individual strata matters.

 

The Strata Act use for the operation of Château Grandview and Grandview Heights

  • Every Purchaser of a unit in the Château Grandview (ultimately 150 approximate total) will become members of Château Grandview Strata
  • Every Purchaser of a unit in the Grandview Heights (ultimately 55 approximate total) will become members of the Grandview Heights Strata
  • Each Strata Council will be elected by its respective members
  • The Strata Act is to be used in conjunction with the Cooperative Act
  • The relationship of each Strata Council, the Directors and the Membership is outlined on the appended Organization Chart
  • All Château Grandview and Grandview Heights construction is the ultimate responsibility of the Board of Directors as outlined on the appended Accountability Chain

 

Total facility costs as a share in Phases I; II and III by Purchasers of Château Grandview

  • The commercial kitchen, coolers, freezers, and associated equipment, are designed for Phases I and II but initially paid for by Phase I Purchasers
  • The lobby, guest rooms, hobby shop, store, manager’s suite and some offices are paid for by Phase I Purchasers, (All as shown on Phase I drawings)
  • The Dining Room, Community Access and many of the other facilities will be split between Phases I and II (All as shown on Phase I drawings). The cost of all these facilities in phase 1 and 2 will be shared equally between Phase I and 2 unless the costs are more in Phase 2. Phase 3 will be a separate non-profit society that will operate Residential Care on a rental basis. This society must have at least a 51% share owned by the KCSHC

 

Château Grandview Use Costs by GFTLers, Grandview Heights and by owners of Residential Lots in Calamida Estates (who are members of KCSHC)

  • The Board of Directors, Administrator of Château Grandview and the Château Grandview Strata will review the recommendations developed by the Administration and set the usage fees.

 

Château Grandview Uses Costs by other KCSHC members

  • The same process will be implemented as in item above with a premium.

 

What is the future of the accumulated surplus capital in KCSHC?

  • All outstanding debts, loans and other commitments are to be met firstly.
  • Any further surplus shall be used to the benefit of the quality of life for the KCSHC membership as recommended by the Directors
  • Allocation for landscaping,
  • Phase III Care will be part of further discussion by the Board of Directors in forming a Legacy Fund
